The Elgin City Council met in regular session on Thursday, September 5, 2013, at 7:30 p.m., pursuant to posted notice.  Mayor Schmitt called the meeting to order, and announced the location of the Open Meeting Act.  Council members present were Shirley Nissen, Don Mackel, Kenny Jochum and Jim Kittelson.

• Blocking off Maple Street south of the park for the Kid’s parade during Q125
• Q125 committee to use power at Maple and 1st Streets
• Providing loader/bobcat and operator to help during Q125 if needed
• Resolution 2013-5 DEQ funding
• Building permit from Greg Tharnish
• Enter into Closed Session for the Prevention of needless injury to the reputation of an individual at 8:25 p.m.  The Council reconvened in open session at 8:35 p.m.
• Suspend the reading of Ordinance 629 on three different days
• Annual wage ordinance with  a 3% increase and a  $100 increase to monthly insurance stipend for city clerk, utilities superintendent and assistant      maintenance
Discussions were held:
• Insurance for Q125 events
• Alan Reicks volunteered to join the Events Committee
• Water and sewer to Wind Energy site
• Culvert on the Paul Pelster property
• Requirements of Dangerous Dog Ordinance
• Repairs to the sewer jetter
• Starting an equipment log on all equipment
• Possible site for storage bunker
• Employee Life insurance renewal
• Next regular meeting will be held on Monday, October 7, 2013
• Meeting adjourned at 8:55 p.m.
