The Elgin City Council met in regular session on Monday, December 4, 2023, at 7:30 p.m., pursuant to posted notice.  

Mayor Schmitt called the meeting to order, and announced the location of the Open Meeting Act. 

Councilmembers present were Jim Kittelson, Leigh Kluthe, and Craig Niewohner. Mike Dvorak was absent.

• Craig Niewohner to serve as President of the Council

• Resolution 2023-7, setting appointments and committees for 2024

• Resolution 2023-8, signing the year-end certification of City Street Superintendent

• Enter into closed session at 7:57 p.m.

• Reconvene in public session at 8:13 p.m.

• Increase employee life insurance policies to $100,000 benefits and to change the term to get employees to age 65

• Approve Eric Schiltmeyer to the Elgin Volunteer Fire Department

• Set January meeting date for Wednesday, January 3, 2024 at 7:30 p.m.

• Increase pool rates as follows: daily admission to $5.00, individual ticket to $90.00 annually, family ticket to $150.00 annually, private swim lessons to $15.00-$20.00 based on the lifeguards years of experience

The following agenda items were discussed:

• Colonial Life voluntary benefits for employees

• Sewer plant study

• Rutjens Construction to look into and repair a drainage pipe at the Bargain Box

• Clerk Childers attended a training regarding zoning

• Next regular meeting will be held on Wednesday, January 3, 2024

• Regular Meeting adjourned at 8:48 p.m.
