VILLAGE BOARD MEETING

14th of September 2026

The Open Budget Hearing of the Village of Bartlett was called to order at 7:18 p.m. on September 14th, 2026. The meeting met at the Village Office, 425 Randolph St.  The meeting was called to order by Vice Chairman S. Plugge.  The members present were S. Plugge, M. Nordhues, S. Tetschner and K. Einspahr. D. Williamson was Absent. Also present: Teresa Swick, intern village clerk.  There was a motion made by M. Nordhues, I move that the Village of Bartlett approve the budget for the fiscal year ended September 30, 2026 and seconded by K. Einsphar. A motion was made by M. Nordhues, I move that the Village of Bartlett set the tax request at $30,381.65  for the fiscal year ended September 30,2026 and the tax levy at.0.455411 for the same period and seconded by S. Tetschner. A motion as made by  M. Nordhues, I move that the Village of Bartlett an Audit Waiver for the fiscal year ended September 30, 2026. A Motion to end the Open Budget Hearing was made by K. Einspahr at 7:25  and seconded by S. Tetschner.   

The Board Meeting of the Village of Bartlett was called to order at 7:29 on September 14, 2026.  The meeting met at the Village Office, 425 Randolph St.  The meeting was called to order by Vice Chairman S. Plugge.  The members present were S. Plugge, M. Nordhues, S. Tetschner and K. Einspahr. D. Williamson was Absent. Also present: Teresa Swick, intern village clerk and members of the community.  Notice of the meeting was given in advance by posting at:  Bartlett Post Office, WeMart, and Village Office. Board member Plugge proclaimed the meetings to be a legal meeting and acknowledged that the Open Meetings Act was posted in the meeting room.

MINUTES:  It was moved by S. Tetschner, seconded by K. Einspahr to approve the August 17, 2026, regular meeting minutes.  Roll call vote:  Yes—Tetschner, Einspahr, Plugge, Nordhues.  No:  None.  Absent: Williamson None Abstained:  None.  Motion Carried. 

STREETS: The board discussed the street washing out by the culvert by the state yard. 

WATER: Will be testing water again. Maco out of South Dakota will be coming in October to inspect water tower.

SEWER: Was discussed and will be talking to the Town of Burwell about cleaning the lines in town and having it done on a regular schedule. Mark will make calls for them to get here.

USER FEES:  Were discussed. 

AUGUST CLAIMS:  It was moved by K. Einspahr, seconded by S. Tetschner to pay all claims except those to Mark Nordhues for Professional fees of $450. Roll call vote:  Yes—Tetschner, Einspahr, Plugge and Nordhues.  No:  None.  Absent :D. Williamson .  Abstained:  None.  Motion Carried. It was moved by K. Einspahr, seconded by S. Tetschner to pay Mark Nordhues’ claim.  Roll call vote:  Yes—Tetschner, Einspahr, and Plugge.  No:  None.  Absent: Williamson.  Abstained:  Nordhues.  Motion Carried.

EXPENDITURES: GENERAL: Internal Revenue Service, Payroll Taxes,  $64.92; Rick Custard, Potholes, park restrooms, weedeat park & shop, $570.00; NNTC Internet, telephone, $131.68; Elgin Review, Newspaper printing, $133.10; NE Department of Labor, Unemployment tax, $5.91; Wheeler Country Rural Fire, Use of fire hall for meetings & office, $1.00; Wemart, Gas for mower and spraying, $261.80; Edghill Motors, Blades sharpened, chain, fender $159.00; Burwell Tribune, Newspaper printing, $2.54; L & L Sanitation, Garbage pick-up, $1,742.00; Sherry Tetschner, Board Member Expense, $50.00; Kurt Einspahr, Board Member Expense, $50.00; Mark Nordhues, Board Member Expense, $50.00; Scott Plugge, Board Member Expense, $50.00; Dan Williamson, Board Member Expense, $50.00; Teresa Swick, Salary, $236.42; Emma Smith, Salary, $155.45. TOTAL GENERAL EXPENSES: $3,713.82 

KENO: $0.00 TOTAL KENO EXPENSES: $0.00.  

SEWER: Country Partners Cooperative, Herbicide, $134.75; Loup Valley RPPD, Utilities, $68.89. TOTAL SEWER EXPENSES: $203.64. 

STREETS: Loup Valley RPPD, Utilities, $976.68. TOTAL STREET EXPENSES: $976.68. 

WATER: Loup Valley RPPD, Utilities, $731.88; NE Public Health Environmental Lab, Water tests, $338.00; Mark Nordhues, Professional Fee, $450.00. TOTAL WATER EXPENSES: $1,519.88. 

GRAND TOTAL OF EXPENDITURES: $6,414.02.

D. Williamson Joined the Meeting 

OTHER BUSINESS:  

K. Einsphar  Made a motion to appoint Teresa Swick as Village Clerk seconded by S. Tetschner. Roll call vote:  Yes—Tetschner, Einspahr, Plugge, Williamson and Nordhues.  No:  None.  Absent: None.  Abstained:  None.  Motion Carried.

1. M. Nordhues made a motion to get a dumpster for Fall cleanup K. Einsphar Seconded in  Roll call vote:  Yes—Tetschner, Einspahr, Plugge, Williamson and Nordhues.  No:  None.  Absen: None.  Abstained:  None.  Motion Carried

2. Updating the computer and billing software for the village was discussed. Teresa will look into this with Emma

3. S. Tetschner made a motion to get a new Walk in shop door with a steel frame to be installed and seconded by K. Einsphar. . Roll call vote:  Yes—Tetschner, Einspahr, Plugge, Williamson and Nordhues.  No:  None.  Absent: None.  Abstained:  None.  Motion Carried.

4. K. Einsphar made a motion to have Emma Smith removed from the Farmers and Merchant Bank accounts and add Teresa Swick, Village Clerk, Dan Williamson, Village Chairman and Scott Plugge. Vice-Chairman on the Accounts.  And to All the Cornerstone Bank Accounts to Remove TJ Ellenwood and add Teresa Swick, Village Clerk with Dan Williamson and Scott Plugge to remain on the accounts.

There being no other business, the meeting was adjourned at 8:30 p.m.

The next regular meeting will be Monday, October 14th, 2026, at 7:00 p.m.
