August 3, 2026

The Elgin City Council met in regular session on Monday, August 3, 2026, at 7:30 p.m., pursuant to posted notice.  

Mayor Schmitt called the meeting to order, and announced the location of the Open Meeting Act. 

Councilmembers present were Craig Niewohner, John “Mike” Dvorak, Leigh Kluthe, and Jeremy Young.

 • Accept $1,000.00 bid from Santee Health & Wellness Center – EMS Division for the Stryker power pro XT cot

 • Austin Vanhorn to Elgin Rescue Service

 • Set the date of the budget workshop for Wednesday, August 26th, at 7:30 p.m.

 • Set the September 2026 regular meeting date for Wednesday, September 9th, at 7:30 p.m.

 • Set the 1 & 6 Year Street Hearing date for Wednesday, September 9th, at 7:30 p.m.

 • Approve a 5% raise for all full-time employees and librarians effective October 1, 2026

 • Building permits: Marlin Matson, Susan Bartkovak

 • Regular meeting adjourned at 9:12 p.m.

The following agenda items were discussed:

 • Public comment: none

 • Law enforcement presence in Elgin and starting a neighborhood watch program

 • Library annual update

 • Quote from Federal Signal for updating outdoor emergency sirens

 • Trash rates

 • Maintenance report: new boiler at the pool, water tower cleaning this fall, armor coating completed

 • Pool report: need new hose

 • Councilman’s report: look into contracting with Elgin Rural Fire Board to provide coverage for the City

 • Clerk report: budget preparation

 Next regular meeting will be held on Wednesday, September 9, 2026
