City Water line project to begin in May

The Elgin City Council Monday night accepted a bid for a major water improvement project to take place later this year.
The council voted four-to-zero to accept the bid from Rutjens Construction of Tilden for the water improvement project (water line, curb, gutter and sidewalks) along Second Avenue in Elgin. Rutjens was the low bid for the project coming in at $1,283,695.35.
Work is expected to begin May 1 and is scheduled to be completed by Sept. 1, 2020.
Council President Mike Dvorak said the start and finish dates (and the price) was much better with Rutjens. The other bid, submitted by Van Kirk Bros Contracting out of Sutton, NE, was in excess of $1.438 million.
City Engineer John Zwingman said he and Mayor Mike Schmitt plan to meet for a preconstruction conference with the Nebraska Department of Roads who are expected to make improvements to Highway 14 later this year.
Other improvements were also discussed during the meeting. They included:
Sewer plant repairs — The council discussed options in light of necessary repairs due to a water issue at the plant. No action was taken.
Library addition — Dvorak said materials for a 28’x24’ addition to the Elgin Public Library will likely cost (without labor) more than $30,000. It was the consensus to move forward with putting together specs for the addition which can be approved, then put out for bids after the February meeting.
Storm sewer — Zwingman presented information about proposed storm sewer improvements at the intersection of Pine & Myrtle streets.
The project will be advertised and bids opened on Thursday, Jan. 30 to allow the council to approve a contract at the February meeting.
In other developments at the meeting:
EVFD — Councilman Jim Kittelson, who also serves as fire chief, informed the council of efforts to get costs for a machine to wash fire coats. No action was taken and the item will be placed on the February agenda for further discussion.
Hours — Patrol hours/911 calls for the last three months were shared with the council.
Patrol hours and 9/11 calls were: October 85:06/seven 911 calls; November 67:00/three; and December 62:51/four.
